| 2 | | Be it enacted by the People of the State of Illinois, |
| 3 | | represented in the General Assembly:

| 4 | | Section 5. The Department of Human Services Act is amended |
| 5 | | by changing Section 1-20 as follows:

| 7 | | Sec. 1-20. General powers and duties.

The Department shall exercise the rights, powers, |
| 9 | | duties, and functions
provided by law, including (but not |
| 10 | | limited to) the rights, powers, duties, and
functions |
| 11 | | transferred to the Department under Article 80 and Article 90 |

Act. |
| 13 | | (b) The Department may employ personnel (in accordance with |
| 14 | | the Personnel
Code), provide facilities, contract for goods and |
| 15 | | services, and adopt rules as
necessary to carry out its |
| 16 | | functions and purposes, all in accordance with
applicable State |
