Provides that in any case which does not require a court appearance under Supreme Court Rule, upon a plea of guilty the amounts of fines, fees, costs, and penalties for the offense shall be in the amount mandated by statute or by local ordinance enacted pursuant to statute. Provides that no rule or order of the Supreme Court shall alter these amounts.
