Provides that the Department of Public Health shall adopt rules to allow for the implementation of HIV (now HIV/AIDS) rapid testing. Makes changes to the provisions concerning informed consent and exceptions to the prohibition against disclosure of the identity of any person upon whom a test is performed or the results of such a test in a manner that permits identification of the subject of the test.
