<reference>110 ILCS 805/3-27.1</reference><aliasreference>from Ch. 122, par. 103-27.1</aliasreference><SynopsisText>     Amends the Public Community College Act. Provides that the provisions of a Section requiring the award of a contract to the lowest responsible bidder do not prevent a community college from complying with the terms and conditions of a grant, gift, or bequest that calls for the procurement of a particular good or service or the use of a particular contractor, provided that the grant, gift, or bequest provides all funding for the contract. Effective immediately.</SynopsisText><synopsistitle>House Committee Amendment No. 1</synopsistitle>
<SynopsisText>Removes the amendatory language that allows a community college to comply with the terms and conditions of a grant, gift, or bequest that calls for the use of a particular contractor. With respect to a community college complying with the terms and conditions of a grant, gift, or bequest that calls for the procurement of a particular good or service, provides that the grant, gift, or bequest must comply with all applicable laws and must not interfere with or otherwise impair any collective bargaining agreements the community college may have with labor organizations.</SynopsisText><synopsistitle>Senate Committee Amendment No. 2</synopsistitle>

Creates the Illinois College Choice Reports Act. Requires the Illinois Community College Board, the Board of Higher Education, an organization representing the public policy interests of this State's private, non-profit colleges and universities, and the Illinois Higher Education Consortium to form a committee to inform the development of the Illinois College Choice Reports. Provides that the purpose of these reports is to inform students' college choices by providing current information in a consistent and comparable format, including without limitation costs, student demographics, student progress and attainment, application and admission data, areas of study, and certificate or degree completion. Provides that development of the reporting mechanisms must be completed on or before January 1, 2014. After development, requires the Board of Higher Education and the Illinois Community College Board to collect data annually and make it publicly available. Provides that on or before January 1, 2015 and on or before January 1 of each year thereafter, the Board of Higher Education and the Illinois Community College Board shall prepare Illinois College Choice Reports for each higher education institution approved to operate and grant degrees in this State. Sets forth provisions concerning report requirements; what may be included in the reports; the responsibilities of the Illinois Community College Board, the Board of Higher Education, the committee, the governing body of the longitudinal data system, and the chairperson of the Illinois P-20 Council's Joint Education Leadership Committee; and the reports' availability on the Internet.
