Provides that the procurement compliance monitors and each chief procurement officer may access and review records necessary to determine whether a contract, purchase, or other expenditure is or is not subject to the provisions of the Code. Effective immediately.</SynopsisText><synopsistitle>Land Conveyance Appraisal Note (Dept. of Transportation)</synopsistitle>

Increases the amounts of General Obligation Bonds authorized to be used by the Department of Transportation for certain specified purposes. Amends the State Finance Act. Provides that money in the Capital Projects Fund shall, if and when the State of Illinois incurs any bonded indebtedness using the bond authorization enacted in this amendatory Act, be set aside and used for the purpose of paying and discharging annually the principal and interest on that bonded indebtedness then due and payable.
