| AN ACT concerning education.
|

| Be it enacted by the People of the State of Illinois, |

| represented in the General Assembly:
|

| Section 5. The Illinois Early Learning Council Act is |
| 5 |
| amended by adding Section 20 as follows:
|

| (20 ILCS 3933/20 new) |
| 7 |
| Sec. 20. Early childhood block grant appropriation |
| 8 |
| recommendation. The Illinois Early Learning Council shall make |
| 9 |
| recommendations for the early childhood block grant |
| 10 |
| appropriation needed to make available high-quality early |
| 11 |
| childhood and family education programs and services to all |
| 12 |
| eligible children. The recommended early childhood block grant |
| 13 |
| appropriation level must be determined based on research and |
| 14 |
| reports on program components that are shown to contribute to |
| 15 |
| positive child outcomes. The State Board of Education shall |
| 16 |
| provide such data to the Council as is reasonably required for |
| 17 |
| the proper performance by the Council of its responsibilities |
| 18 |
| under this Section. The Council shall make its recommendation |
| 19 |
| to the General Assembly on or before January 1 of each |
| 20 |
| odd-numbered year, beginning on or before January 1, 2011.

| Section 99. Effective date. This Act takes effect upon |
| 22 |
| becoming law.
