    Be it enacted by the People of the State of Illinois,

represented in the General Assembly:

    Section 5. The State Finance Act is amended  by adding 
5
Section 6a-4.5 as follows:

    (30 ILCS 105/6a-4.5 new)

    Sec. 6a-4.5. Comptroller payments to State colleges and 
8
universities; quarterly. The Comptroller must make all 
9
payments to State colleges and universities on no less than a 
10
quarterly basis.

    Section 99. Effective date. This Act takes effect upon 
12
becoming law.
