Amends the Public Utilities Act. Provides that the Illinois Commerce Commission shall require that all public utilities bury high power electric transmission lines along: (i) major highways with an average daily traffic of at least 12,000 motor vehicles; and (ii) any new highway, the construction of which is under State, local, or township jurisdiction.

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The Public Utilities Act is amended by adding |

| Section 8-511 as follows: |

| Sec. 8-511. Burial of high power electric transmission |
| 8 |
| lines. The Commission shall require that all public utilities |
| 9 |
| bury high power electric transmission lines along: (i) major |
| 10 |
| highways with an average daily traffic of at least 12,000 motor |
| 11 |
| vehicles; and (ii) any new highway, the construction of which |
| 12 |
| is under State, local, or township jurisdiction.
