Allows a person who was laid off in the course of the closure of certain field offices by the Department of Veterans' Affairs in 1987 and who meets other requirements to establish up to 15 years of service credit by making specified contributions, plus interest. Specifies that the required employee contribution must be based on the rate of compensation earned by the employee on the date in 1987 when he or she was laid off.
