Provides for the transfer of certain functions relating to diabetes from the Department of Human Services to the Department of Public Health: (1) the power to make grants from appropriations to the Department from the Diabetes Research Checkoff Fund; (2) the duty to include within its public health promotion programs and materials information to be directed toward population groups in Illinois that are considered at high risk of developing diabetes; and (3) the power to make grants to the American Diabetes Association for research on diabetes from appropriations to the Department from the American Diabetes Fund. Amends the State Finance Act in connection with the creation of the American Diabetes Fund. Reinserts similar provisions, amending the Department of Human Services Act and the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois, but with changes that include the following: (1) provides that "on and after July 1, 2010", the Department of Public Health shall (instead of may) make grants from appropriations to the Department from the Diabetes Research Checkoff Fund; (2) provides that "on and after July 1, 2010", the Department of Public Health shall include certain information within its public health promotion programs and materials; (3) eliminates a provision concerning grants to the American Diabetes Association; (4) adds provisions concerning the transfer of functions from the Department of Human Services to the Department of Public Health, to make those provisions consistent with the provisions of Executive Order 10-06; (5) further amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois to add provisions establishing the Illinois State Diabetes Commission; (6) eliminates provisions amending the State Finance Act in connection with the American Diabetes Fund; and (7) provides that the amendatory Act takes effect upon becoming law (instead of 90 days after becoming law). Provides that the Commission to Study Disproportionate Justice Impact shall report its findings and recommendations to the General Assembly on or before December 31, 2010 (rather than on or before December 31, 2009), after which the Commission shall dissolve.</SynopsisText></synopsis>
