Increases the maximum speed limit outside the counties of Cook, DuPage, Kane, Lake, McHenry, and Will and outside an urban district from 65 to 70 miles per hour on specified types of highways for all vehicles (rather than just vehicles of the second division weighing more than 8,000 pounds, as provided by the introduced bill).
