<SynopsisText>Replaces everything after the enacting clause with the provisions of the introduced bill, as amended, and makes the following changes: provides that the 70 mile per hour maximum speed limit outside the counties of Cook, DuPage, Kane, Lake, McHenry, and Will applies only on interstate highways (rather than (i) all highways under the jurisdiction of the Illinois State Toll Highway Authority and (ii) for all or part of highways that are designated by the Illinois Department of Transportation, have at least 4 lanes of traffic, and have a separation between the roadways moving in opposite directions).</SynopsisText></synopsis>
