Creates a deduction for individual taxpayers in an amount equal to the number of hours spent by the taxpayer during the taxable year as a volunteer in a public school in the State that receives funding under Title I of the federal Elementary and Secondary Education Act of 1965, multiplied by the federal minimum wage.
