Provides that all fees and fines collected by the Department under the Act shall be deposited into the DCFS Children's Services Fund and must be used to enhance services by the Department pursuant to the Act. Provides that the Department shall prescribe and publish a schedule for the fees and fines under the Act. Adds as one of the grounds for discipline the failure to pay a renewal fee or fine owed to the Department under the Act. <SynopsisText>Deletes everything after the enacting clause and reinserts the bill as introduced, with the following changes: provides that any fee for licensure application or renewal for a day care home, as defined in the Act, shall not exceed $100; provides that the application fee shall not exceed $25 for any facility subject to the application fee under the Act; adds an exception to the penalty for failing to complete the license renewal process within 6 months after the submission of the renewal application; provides that the Department shall publish information on substantiated violations found in all facilities licensed under the Act, other than foster homes; provides that the Department may not fine day care homes for a violation of the Act; makes other changes; and changes effective date of the Act to July 1, 2011.</SynopsisText></synopsis>
