Changes the definition of the term "recipient", as used in specified provisions under the Code, to mean persons who receive aid under the Temporary Assistance For Needy Families (TANF) Program for themselves and nonrecipient parents receiving aid for their children (rather than persons who receive aid under the TANF program). Provides for additional circumstances under which a TANF recipient is exempt from participating in the Department of Human Services' education, training, and employment program. Reinserts similar provisions, but with the following changes: Provides that the term "recipient" as used in relation to the education, training, and employment programs proffered by the Department of Human Services means those persons receiving aid under the Temporary Assistance For Needy Families (TANF) Program for themselves and parents who are ineligible to receive TANF for themselves because of a criminal conviction, but who are receiving TANF aid for their children (rather than for themselves and nonrecipient parents receiving aid under the TANF program for their children). Eliminates language adding additional circumstances under which a TANF recipient is exempt from participating in the proffered education, training, and employment program.
