Amends the Illinois Public Aid Code. Provides that to the extent permitted by federal law and notwithstanding any other provision of the Code, the Department of Healthcare and Family Services shall not cancel a person's eligibility for medical assistance solely because that person has become an inmate of a public institution, including, but not limited to, a county jail, juvenile detention center, or State correctional facility. Provides that the person may remain enrolled for medical assistance as long as all other eligibility criteria are met. Provides that except as provided under the County Jail Act, the Department shall not be responsible to provide medical assistance for any medical care, services, or supplies provided to a person while he or she is an inmate of a public institution. Provides that counties, the Department of Juvenile Justice, and the Department of Corrections shall cooperate with the Department in administering these provisions; provides that the Department of Human Services shall cooperate with the Department of Healthcare and Family Services in making determinations of eligibility under these provisions. Provides that these provisions apply on and after July 1, 2010.</SynopsisText><synopsistitle>Governor Amendatory Veto Message</synopsistitle>
<SynopsisText>Recommends the following changes: that Counties, the Department of Juvenile Justice, the Department of Human Services, and the Department of Corrections (rather than Counties, the Department of Juvenile Justice, and the Department of Corrections) shall cooperate with the Department of Healthcare and Family Services in administering the new provisions; that this cooperation shall include managing eligibility processing (instead of providing that the Department of Human Services shall cooperate with the Department of Healthcare and Family Services in making determinations of eligibility under the new provisions); and that the provisions added by the bill apply on and after December 31, 2011 (instead of July 1, 2010).
