Provides for the creation by referendum, organization, and operation of Taxpayer Action Boards in certain counties. Provides that the boards will represent taxpayers before units of local government that impose taxes and will provide taxpayer education. Amends the Property Tax Code. Extends the alternative general homestead exemption for a period of one year. Requires counties to provide notice of the median assessment on property tax bills.
