Makes it a violation of the Act to fail to (1) submit to the Agency a discharge monitoring report as required under an NPDES permit, (2) perform monitoring as required under an NPDES permit, (3) obtain a stormwater NPDES permit for a construction site, (4) renew an NPDES permit, and (5) maintain at a construction site a stormwater pollution prevention plan as required under an NPDES permit. Authorizes certain violations of the Act and rules adopted under its authority to be enforced by administrative citation. Effective immediately.</SynopsisText><synopsistitle>House Committee Amendment No. 1</synopsistitle>
<SynopsisText>Deletes everything after the enacting clause. Reinserts the provisions of the bill as introduced, with the following changes: (1) requires the Environmental Protection Agency to issue written notification before it may treat the failure to perform certain duties as violations of the Environmental Protection Act, (2) makes it a violation of the Act to fail (A) to perform effluent monitoring as required under an NPDES permit (rather than to perform monitoring as required under an NPDES permit) and (B) to keep a copy of the stormwater pollution prevention plan at a construction site as required under an NPDES permit (rather than to maintain at a construction site a stormwater pollution prevention plan as required under an NPDES permit), and (3) makes changes to the penalties that apply in the case of certain violations of the Act. Effective immediately.</SynopsisText></synopsis>
