<reference>New Act</reference><aliasreference></aliasreference><SynopsisText>     Creates the Climate Accountability Act. Requires State agencies to provide certain information before making an expenditure intended to reduce greenhouse gas emissions. Requires the Department of Commerce and Economic Opportunity to regularly conduct audits to ensure that climate expenditure contractors are meeting certain standards. Provides penalties that may be imposed against contractors if those standards are not met. Requires State agencies managing climate expenditure contracts to regularly report certain information to the General Assembly. Suspends funding for climate expenditures if certain requirements are not met. Defines "climate expenditure", "COe", "certified carbon offsets", and "State agency".</SynopsisText><synopsistitle>House Committee Amendment No. 1</synopsistitle>
<SynopsisText>Changes the definition of "climate expenditure". Provides that the duties that were to be performed by the Department of Commerce and Economic Opportunity under the introduced bill shall be performed instead by the Department of Central Management Services.</SynopsisText><synopsistitle>House Floor Amendment No. 2</synopsistitle>
<SynopsisText>Provides that the term "climate expenditure" means any State financial incentive designed primarily to reduce greenhouse gas emissions (rather than any State financial incentive designed to reduce greenhouse gas emissions).</SynopsisText></synopsis>
