Extends the repeal of the Act from June 30, 2010 to June 30, 2012. Effective immediately.</SynopsisText><synopsistitle>Senate Committee Amendment No. 1</synopsistitle>
<reftype>Adds reference to:</reftype><reference>30 ILCS 500/15-15</reference><aliasreference></aliasreference><reference>30 ILCS 500/15-25</reference><aliasreference></aliasreference><SynopsisText>Amends the Illinois Procurement Code. Requires free distribution of the Illinois Procurement Bulletin to minority, female, and disadvantaged organizations listed in directories of such entities maintained by the Department of Transportation, the Department of Central Management Services, and the Capital Development Board. Requires that notice of every contract that is offered must be provided to organizations (including small businesses) listed in those directories whose areas of certification are relative to the invitation for bids. Requires that each chief procurement officer's rules for the contents of contract notification include encouragement to vendors to hire qualified Illinois minorities and women. Removes provisions concerning publication of contract award notices in the Procurement Bulletin. Requires that notice of the award of each contract be issued to those organizations that responded to the solicitation, including unsuccessful bidders, immediately upon award of the contract; provides that failure to give the notice shall toll the times for filing a bid protest. Requires that the Department of Central Management Services, the Department of Transportation, the Capital Development Board, and the higher education chief procurement officer provide the Procurement Policy Board with the information and resources necessary, in the manner necessary, to effectuate the amendment's purpose.</SynopsisText><synopsistitle>Senate Floor Amendment No. 3</synopsistitle>
<SynopsisText>Makes the following changes to Senate Amendment No. 1's changes to the Illinois Procurement Code: Removes the requirement that the Procurement Bulletin be distributed to organizations listed in specified directories; requires that it be provided electronically to entities that subscribe online. Removes the requirement that bid invitation notices be provided to organizations listed in specified directories; requires that those organizations be furnished written instructions and information concerning registration on each Procurement Bulletin. Provides that failure to give notice of a contract award shall toll the time for filing a bid protest up to 5 business days (now, tolls the time for filing a bid protest). Requires the electronic issuance of notices of contract awards.</SynopsisText></synopsis>
