In provisions concerning the allocation among municipalities and counties, provides that when territory has been annexed to or disconnected from a municipality, the clerk of the municipality must notify the Department of Revenue of the number of residents in the territory based on census data and also provide other information. Applies to annexations and disconnections after January 1, 2007. Thereafter, requires adjustment of the monthly allocations to reflect the changes in the number of residents. Contains other provisions. Effective July 1, 2010.House Committee Amendment No. 1 Replaces everything after the enacting clause. Reinserts the provisions of the introduced bill with changes. Further amends the State Revenue Sharing Act. Provides that the number of residents shall be determined by the municipality based on the last federal, State, or municipal census (instead of last federal census). Provides for verification of the number by the county. Provides that the adjustment in revenue sharing allocations shall be made no later than 30 days after the Department of Revenue receives notice of annexation or disconnection (instead of immediately).
