Creates the Lottery Supports Schools Fund. Provides that certain lottery proceeds that are deposited into the Common School Fund shall be deposited into the Lottery Supports Schools Fund. Provides that moneys in the Lottery Supports Schools Fund shall be distributed to school districts based on the district's percentage of lottery sales. Provides that the Act takes effect when the State Board of Education certifies to the Secretary of State and the Illinois Department of Revenue that the amount by which the amendatory Act reduces the amounts otherwise available for distribution under the general State aid formula has been replaced by other revenue sources.</SynopsisText><synopsistitle>Balanced Budget Note (Gov. <SynopsisText>Would have a negative fiscal impact on the General Revenue Fund in the amount of $636 million in FY11.

<SynopsisText>Based on Fiscal Year 2011, $636 million that would have been in the common school fund and usable for the State to meet general state aid funding obligations will be transferred to the Lottery Supports Schools Fund. HB 4992 does not become effective until the State identifies new revenue sources to make whole general State aid.</SynopsisText></synopsis>
