Provides that employees of the Metropolitan Pier and Exposition Authority are considered public employees and the Authority is considered a public employer under the Act. Contains provisions concerning collective bargaining agreements. Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Increases the amount that must be deposited into the McCormick Place Expansion Project Fund from State use and occupation tax proceeds. Provides that those moneys shall be deposited into the Fund in each fiscal year during which the Authority has bonds outstanding, but not after fiscal year 2060 (instead of fiscal year 2042). Amends the Metropolitan Pier and Exposition Authority Act. Makes changes concerning the maturity date of bonds or notes issued by the Authority. Allows the Authority to enter into contracts for the oversight of Authority employees. Effective immediately.</SynopsisText></synopsis>
