Allows a school district, by resolution of its board, to operate on a 4-day school week plan approved by the State Board of Education. Provides that a school district that operates on a 4-day school week plan must ensure a minimum of 880 hours of student contact in addition to required institute days (instead of requiring a minimum term of 185 days). Makes related changes. Removes a provision referring to the closing of schools on January 29, 1981. Provides that the calendar for the school term and any changes must be submitted to and approved by the regional superintendent of schools before the calendar or changes may take effect. Allows the school board to establish experimental educational programs, with conditions. Makes changes concerning a 4-day school week in provisions concerning special education reimbursement and the State aid formula. Provides that the provisions do not apply to the Chicago school districts. Makes other changes. Amends the Downstate Teachers Article of the Illinois Pension Code. Provides that, for any teacher employed by a school district having adopted an alternative school calendar and whose position requires an additional 75 minutes of service per day 4 days per week, service of 135 or more days in any school year during which the alternative school calendar is adopted shall constitute a year of service.</SynopsisText></synopsis>
