Allows a member to establish service credit for up to 12 days of voluntary or involuntary furlough used to address a State fiscal emergency. Requires employee contributions, plus an amount determined by the Board to be equal to the employer's normal cost of the benefit, plus interest at the actuarially assumed rate. Effective immediately.</SynopsisText><synopsistitle>House Committee Amendment No. 1</synopsistitle>

Allows a participant to establish creditable service and earnings credit for periods of furlough beginning on or after July 1, 2009 and ending on or before June 30, 2011. Provides that to receive this credit, the participant must (i) apply in writing to the System before December 31, 2011; (ii) not receive compensation from an employer for any furlough period; and (iii) make specified employee contributions based on the rate of basic compensation during the periods of furlough, plus an amount determined by the Board to be equal to the employer's normal cost of the benefit, plus compounded interest at the actuarially assumed rate from the date of voluntary or involuntary furlough to the date of payment. Amends the IMRF Article of the Illinois Pension Code. In provisions concerning the amount of a retirement annuity, sheriff's law enforcement employees, and elected county officers, provides that any elected county officer who was entitled to receive a stipend from the State on or after July 1, 2009 and on or before June 30, 2010 may establish earnings credit for the amount of stipend not received, if the elected county official applies in writing to the fund within 6 months after the effective date of the amendatory Act and pays to the fund an amount equal to (i) employee contributions on the amount of stipend not received, (ii) employer contributions determined by the Board equal to the employer's normal cost of the benefit on the amount of stipend not received, plus (iii) interest at the actuarially assumed rate. Makes similar changes in the Cook County Article of the Illinois Pension Code. Amends the State Employee and State Universities Articles of the Illinois Pension Code. Allows a member to establish service credit for voluntary or involuntary furlough beginning on or after July 1, 2009 and ending on or before June 30, 2011. Requires application before December 31, 2011. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.</SynopsisText></synopsis>
