Authorizes the State Board of Education to make transfers between the following line item appropriations regardless of the treasury fund from which it is appropriated: General State Aid and General State Aid - Hold Harmless. Provides that such transfers shall be made only when the balance remaining in one or more such line item appropriations is insufficient for the purpose for which the appropriation was made and provided that no such transfer may be made unless the amount transferred is no longer required for the purpose for which that appropriation was made.
