<synopsistitle></synopsistitle>
<reference>20 ILCS 2310/2310-67 new</reference><aliasreference></aliasreference><SynopsisText>     Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Provides that a health care facility must provide a written pre-closing statement to the Department no less than 90 days before permanently closing its facility. Provides that the statement must address certain matters, including: whether arrangements have been made for the timely transfer of patient records, regardless of format, to another health care facility, a health care practitioner, or another secure facility; whether the health care facility has arranged to provide notice to the public, at least 30 days before closing, of the planned closing of the facility; whether arrangements have been made for the transfer or disposal of hazardous and other waste and the disposition of legend drugs; whether arrangements have been made for securing the health care facility building or buildings and remaining medical equipment; and the intended date upon which business will cease. Also requires a closed health care facility, or its designee, to provide to the Department a written post-closing statement. <SynopsisText>Adds a definition of "closing". Provides that a hospital must provide a pre-closing statement no less than 90 days before permanently closing its facility. Provides that a health care facility other than a hospital must provide a statement no less than 45 days before permanently closing its facility.</SynopsisText><synopsistitle>House Committee Amendment No. 2</synopsistitle>
<SynopsisText>Removes a reference to a practice or clinic owned and operated by a licensed health care professional from the definition of "health care facility". Removes references to a health care practitioner from provisions concerning the transfer of patient records.</SynopsisText><synopsistitle>House Floor Amendment No. 3</synopsistitle>
<SynopsisText>Replaces the definition of "closing" with substantially similar provisions, except: (1) deletes a reference to a professional license and (2) provides that the term does not include a situation where a facility ceases operations at one location while contemporaneously establishing a replacement facility in another location.</SynopsisText><synopsistitle>Senate Committee Amendment No. 1</synopsistitle>
<SynopsisText>Provides that a health care facility other than a hospital must provide a pre-closing statement to the Department of Public Health no less than 90 (instead of 45) days before permanently closing its facility. Deletes provisions that if no facility is willing or able to assume responsibility for patient records or medical staff credentialing files from a facility that is closing, the Department shall assume responsibility for those records or files.</SynopsisText></synopsis>
