Requires that the rulemaking processes of the Environmental Protection Agency include a process for expediting the issuance of permits and licenses for ethanol production projects. Authorizes the Agency to engage the experts and additional resources that are reasonably necessary for implementing this expedited process. Provides that the expedited process applies only upon the request of the applicant and that any additional costs for using that process shall be borne by the applicant.
