<reference>New Act</reference><aliasreference></aliasreference><reference>720 ILCS 550/8</reference><aliasreference>from Ch. 56 1/2, par. 708</aliasreference><reference>720 ILCS 550/11 rep.</reference><aliasreference></aliasreference><reference>720 ILCS 550/15 rep.</reference><aliasreference></aliasreference><SynopsisText>     Creates the Compassionate Use of Medical Cannabis Pilot Program Act. Provides that when a person has been diagnosed by a physician as having a debilitating medical condition, the person and the person's primary caregiver may be issued a registry identification card by the Department of Public Health that permits the person or the person's primary caregiver to legally possess no more than 7 dried cannabis plants and 2 ounces of dried usable cannabis. Amends the Cannabis Control Act to make conforming changes. Provides that the provisions of the Act are severable. Provides that the Act is repealed 3 years after its effective date. Repeals the research provisions of the Cannabis Control Act. Effective immediately.</SynopsisText><synopsistitle>Fiscal Note (Dept. of Public Health)</synopsistitle>
<SynopsisText>HB 2514, as introduced, will have an estimated fiscal impact of almost $400,000 on the Department for full year implementation. The costs estimated for implementation of HB 2514 include personnel services costs necessary to employ a staff physician to manage the program and review and approve medical statements to determine the qualifying persons and a support staff person to manage the registration program. The Department is currently unable to administer the provisions of the proposed "Compassionate Use of Medical Cannabis Pilot Program" without additional personnel resources.</SynopsisText></synopsis>
