Requires an owner or operator of land to apply for and receive a permit from the Illinois Environmental Protection Agency to increase the rate of landscape waste application to greater than the "agronomic rate" (20 tons per acre per year). Specifies the permit application process. Provides that written notice of a permit request must be served to (i) specified land owners, (ii) the governing body of the municipality and county board of the county in which the proposed composting facility is to be located, and (iii) the members of the General Assembly from the legislative district in which the proposed composting facility is to be located. Specifies the permit review process. Provides that any person shall have the right to inspect and to copy any permit application upon a formal written request to the Agency.
