<reference>305 ILCS 5/1-10.5 new</reference><aliasreference></aliasreference><SynopsisText>     Amends the Illinois Public Aid Code. Provides that as a condition of initial eligibility for any benefits under the Code, an applicant must pass a drug screening. Provides that as a condition of continued eligibility for benefits, a recipient must pass random drug screenings as prescribed by the Department of Human Services or the Department of Healthcare and Family Services. Effective immediately.</SynopsisText><synopsistitle>House Committee Amendment No. 1</synopsistitle>
<SynopsisText>Provides that residents of facilities licensed under the Nursing Home Care Act are exempt from the drug screening requirements.</SynopsisText><synopsistitle>House Committee Amendment No. 2</synopsistitle>
<reftype>Deletes reference to:</reftype><reference>305 ILCS 5/1-10.5 new</reference><aliasreference></aliasreference><reftype>Adds reference to:</reftype><reference>305 ILCS 5/4-1.13 new</reference><aliasreference></aliasreference><SynopsisText>Replaces everything after the enacting clause. Amends the Illinois Public Aid Code. Provides that the Department of Human Services may require substance abuse testing as a condition for assistance under the Temporary Assistance For Needy Families (TANF) program. Provides that the Department shall implement a pilot program of substance abuse testing as a condition for TANF eligibility in at least 3 counties, followed by statewide implementation after certain steps have been completed. Contains provisions concerning test results. Requires an annual report to the General Assembly. Provides that these provisions do not apply to an individual 65 years of age or older or to a resident of a facility licensed under the Nursing Home Care Act. Effective immediately.</SynopsisText></synopsis>
