Provides that no appropriations from the Road Fund may be made to the Department of Central Management Services, the Department of Employment Security, the Department of Revenue, the Court of Claims, or any other State agency (other than the Department of State Police, the Department of Transportation, and the Secretary of State) in FY09 or thereafter. Those transfers must be made from the General Revenue Fund instead.
