Amends the Abused and Neglected Child Reporting Act concerning service plans for children subject to certain juvenile court actions. Amends the Juvenile Court Act of 1987 concerning certain service plans; long-term foster care as a permanency goal; and compelling a child or parent to engage in or refrain from certain activities.  Imposes conditions on any rulemaking authority. Effective immediately.</SynopsisText></synopsis>
