| 1, on page 20, line 12, after "needs.", by inserting "For |

| families" means persons or families whose adjusted income is |

| less than 80% of the median income of the area of residence, |

| adjusted for family size, as adjusted income and median income |
| 9 |
| for the area are determined by the United States Department of |
| 10 |
| Housing and Urban Development for purposes of Section 8 of the |
| 11 |
| United States Housing Act of 1937."; and

| on page 22, line 16, by replacing "Improvement" with |
