Amends the Illinois Procurement Code. In awarding contracts, requires that a preference, not to exceed 10%, be given to a bidder or offeror that spends a specified amount on health insurance premiums for its employees.

| AN ACT concerning finance.
|

| Be it enacted by the People of the State of Illinois,
|
| 3 |
| represented in the General Assembly:
|

| Section 5. The Illinois Procurement Code is amended by |
| 5 |
| adding Section 45-57 as follows: |
| 6 |
| (30 ILCS 500/45-57 new) |
| 7 |
| Sec. 45-57. Employer health insurance. In awarding |
| 8 |
| contracts, a preference shall be given to a bidder or offeror |
| 9 |
| who provides health insurance for its employees. The preference |
| 10 |
| shall be a reduction in the bid or offer in an amount equal to |
| 11 |
| 1% of the bid or offer for each $1,000,000 spent on employee |
| 12 |
| health insurance premiums by the bidder or offeror in the 12 |
| 13 |
| months preceding the month the bid or offer is submitted, but |
| 14 |
| in no case shall the preference exceed 10%.
