    Amends the Illinois Procurement Code.  In awarding contracts, requires that a preference, not to exceed 10%, be given to a bidder or offeror that spends a specified amount on health insurance premiums for its employees.

    AN ACT concerning finance.

    Be it enacted by the People of the State of Illinois,

represented in the General Assembly:

    Section 5. The Illinois Procurement Code is amended  by 
5
adding Section 45-57 as follows:

    (30 ILCS 500/45-57  new)

    Sec. 45-57. Employer health insurance. In awarding 
8
contracts, a preference shall be given to a bidder or offeror 
9
who provides health insurance for its employees.  The preference 
10
shall be a reduction in the bid or offer in an amount equal to 
11
1% of the bid or offer for each $1,000,000 spent on employee 
12
health insurance premiums by the bidder or offeror in the 12 
13
months preceding the month the bid or offer is submitted, but 
14
in no case shall the preference exceed 10%.
