with reference to page and line numbers of Senate Amendment No.

3, on page 82, line 2, after "3.03,", by inserting "3.05,"; and

on page 123, immediately below line 3, by inserting the

following:

    Sec. 3.05. Meetings. The Board shall prescribe the times 
9
and places for meetings and the
manner in which special 
10
meetings may be called. The Board shall comply
in all respects 
11
with the "Open Meetings Act", approved July 11,
1957, as now or 
12
hereafter amended. All records, documents and papers of
the 
13
Authority, other than those relating to matters concerning 
14
which
closed sessions of the Board may be held, shall be 
15
available for public
examination, subject to such reasonable 
16
regulations as the Board may
adopt.

    A majority of the Directors holding office shall constitute

a quorum
for the conduct of business. Except as otherwise

provided in this Act,
the affirmative votes of at least 9

Directors shall be necessary for
approving any contract or

agreement, adopting any rule or regulation,
and any other

action required by this Act to be taken by resolution or

ordinance.

    The Board shall meet with the Regional Citizens Advisory 
9
Board at least
once every 4 months.
