AMENDMENT TO HOUSE BILL 3279

    AMENDMENT NO. ______. Amend House Bill 3279 by replacing 
3
everything after the enacting clause with the following:

    "Section 5. The University of Illinois Act is amended  by 
5
adding Section 40 as follows:
 
6
    (110 ILCS 305/40  new)
7
    Sec. 40. Parking during final exams. On days when students 
8
are taking final examinations, if parking meters on the campus 
9
have a time limit that is less than the time that any 
10
examination on the campus is given, then the University may not 
11
impose a fine for exceeding the parking meter limit.  If, at any 
12
time after December 31, 1999 and before the effective date of 
13
this amendatory Act of the 95th General Assembly, the 
14
University fined a person  for exceeding a campus parking meter 
15
limit on a day when students were taking final examinations and 
16
the parking meter had a time limit that was less than the time

that any examination on the campus was given, then the 
2
University may not withhold any paperwork usually given to 
3
students and former students, including without limitation a 
4
transcript or diploma, because the person has not paid the

    Section 10. The Southern Illinois University Management 
7
Act is amended  by adding Section 25 as follows:

    (110 ILCS 520/25  new)

    Sec. 25. Parking during final exams. On days when students 
10
are taking final examinations, if parking meters on the campus 
11
have a time limit that is less than the time that any 
12
examination on the campus is given, then the University may not 
13
impose a fine for exceeding the parking meter limit.  If, at any 
14
time after December 31, 1999 and before the effective date of 
15
this amendatory Act of the 95th General Assembly, the 
16
University fined a person for exceeding a campus parking meter 
17
limit on a day when students were taking final examinations and

the campus have a time limit that is less than the time that 
16
any examination on the campus is given, then a community 
17
college district may not impose a fine for exceeding the 
18
parking meter limit.  If, at any time after December 31, 1999 
19
and before the effective date of this amendatory Act of the 
20
95th General Assembly, a community college district fined a 
21
person for exceeding a campus parking meter limit on a day when 
22
students were taking final examinations and the parking meter 
23
had a time limit that was less than the time that any 
24
examination on the campus was given, then the community college

    Section 90. The State Mandates Act is amended by adding 
6
Section 8.31 as follows:

    (30 ILCS 805/8.31 new)

    Sec. 8.31. Exempt mandate. Notwithstanding Sections 6 and 8 
9
of this Act, no reimbursement by the State is required for the 
10
implementation of any mandate created by this amendatory Act of 
11
the 95th General Assembly.

    Section 99. Effective date. This Act takes effect upon 
13
becoming law.".
