AMENDMENT TO HOUSE BILL 2808

    AMENDMENT NO. ______. Amend House Bill 2808 by replacing 
3
everything after the enacting clause with the following:

    "Section 5. The State Finance Act is amended  by adding 
5
Section 5.675 as follows:
 
6
    (30 ILCS 105/5.675 new)

7
    Sec. 5.675. The Autism Awareness Fund.

    Section 10. The Illinois Vehicle Code is amended by adding 
9
Section 3-664 as
follows:

    (625 ILCS 5/3-664 new)

    Sec. 3-664. Autism Awareness license plates.

    (a) The Secretary, upon receipt of an application made in 
13
the form
prescribed by the Secretary, may issue special 
14
registration plates
designated as Autism Awareness license

plates. The special plates
issued
under this Section shall be 
2
affixed only to passenger vehicles of the first
division and 
3
motor vehicles of the second division weighing not more than

4
8,000 pounds. Plates issued under this Section shall expire 
5
according
to the multi-year procedure established by Section 
6
3-414.1 of this Code.

7
    (b) The design and color of the plates is wholly within the

8
discretion of the Secretary of State. The Secretary, in his or 
9
her discretion, may
allow the plates to be issued as vanity or 
10
personalized plates under Section
3-405.1 of this Code. The 
11
Secretary shall prescribe stickers or decals as
provided under 
12
Section 3-412 of this Code.

    (c) An applicant for the special plate shall be charged a 
14
$40 fee
for original issuance in addition to the appropriate 
15
registration fee. Of
this fee, $25 shall be deposited into the 
16
Autism Awareness Fund and $15
shall be deposited into the 
17
Secretary of State Special License Plate Fund,
to be used by 
18
the Secretary to help defray the administrative processing

19
costs.

    For each registration renewal period, a $27 fee, in 
21
addition to the
appropriate registration fee, shall be charged. 
22
Of this fee, $25 shall be
deposited into the Autism Awareness 
23
Fund and $2 shall be deposited into
the
Secretary of State 
24
Special License Plate Fund.

    (d) The Autism Awareness Fund is created as a special fund 
26
in
the State treasury. All moneys in the Autism Awareness Fund

shall be
paid,
subject to appropriation by the General Assembly 
2
and approval by the
Secretary, to the Illinois Department of 
3
Human Services for the purpose of grants for research, 
4
education, and awareness regarding autism and autism spectrum 
5
disorders.".
