| AMENDMENT TO HOUSE BILL 1434

| AMENDMENT NO. ______. Amend House Bill 1434 as follows:
|

| on page 1, line 14, after "campus", by inserting "or a |
| 4 |
| community college extension site"; and
|
| 5 |
| on page 1, line 16, after the period, by inserting the |
| 6 |
| following: |
| 7 |
| "If there is a disagreement on whether the university program |
| 8 |
| meets local workforce needs, a 5-person panel shall be |
| 9 |
| appointed to determine if the university's proposed program on |
| 10 |
| the community college campus reasonably meets local workforce |
| 11 |
| needs. Two members of the panel shall be from local employers |
| 12 |
| representing the applicable field of study, appointed by the |
| 13 |
| Board of Trustees of Community College District No. 512. Two |
| 14 |
| members of the panel shall be university officials with |
| 15 |
| expertise in the applicable field of study, appointed by the |
| 16 |
| Board of Trustees of the university submitting the program |

| proposal. One member shall be a Community College District No. |
| 2 |
| 512 official with expertise in the applicable field of study, |
| 3 |
| appointed by the Board of Trustees of Community College |
| 4 |
| District No. 512. Community College District No. 512 may only |
| 5 |
| proceed with the pilot program if a majority of the panel rules |
| 6 |
| that the university's proposed program on Community College |
| 7 |
| District No. 512's campus does not reasonably meet local |
| 8 |
| workforce needs."; and
|
| 9 |
| on page 2, line 3, by replacing "or the State" with the |
| 10 |
| following: |
| 11 |
| ", the State, or Community College District No. 512 students |
| 12 |
| not enrolled in the pilot program. At the completion of the |
| 13 |
| Community College District No. 512 pilot program, the Illinois |
| 14 |
| Auditor General shall conduct an audit to determine if any |
| 15 |
| funding for the pilot program was provided by local taxes, the |
| 16 |
| State, or the community college students not enrolled in the |
| 17 |
| program."; and
|

| on page 2, line 4, by deleting "State Board and the"; and
|
| 19 |
| on page 2, line 5, by replacing "have" with "has"; and
|
| 20 |
| on page 2, line 5, after "programs", by inserting the |
| 21 |
| following: |

| "in a manner consistent with approving new bachelor's degree |

| programs at all State public universities"; and
|
| 2 |
| on page 2, line 8, after the period, by inserting the |
| 3 |
| following: |

| "Credits obtained by any student in the pilot program prior to |
| 5 |
| the sunset date shall be automatically transferable to any |
| 6 |
| public university offering the same or a similar program."; and
|
| 7 |
| on page 2, immediately below line 8, by inserting the |
| 8 |
| following: |
| 9 |
| "The intention of this Section is to allow Community |
| 10 |
| College District No. 512 to meet specific, documented workforce |
| 11 |
| needs in the district that no public university is willing and |
| 12 |
| able to reasonably meet. Community College District No. 512 is |
| 13 |
| prohibited from becoming a primarily baccalaureate |
| 14 |
| degree-granting, 4-year institution of higher learning."; and
|
| 15 |
| on page 2, lines 9 and 10, by replacing "upon becoming law" |
| 16 |
| with "July 1, 2008".
