| 3 | replacing Section 99 with the following: | ||||||
| 4 | "Section 99. Effective date. This Act takes effect upon | ||||||
| 5 | becoming law or when capital bills of the 95th General Assembly | ||||||
| 6 | enacted after January 9, 2008 become law and implement a | ||||||
| 7 | capital program of at least $10,000,000,000 over 5 years, | ||||||
| 8 | whichever is later.".
