| AN ACT concerning State government.
|

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The Illinois Act on the Aging is amended by |
| 5 |
| adding Section 4.08 as follows:
|

| Sec. 4.08. Rural and small town meals program. Subject to |
| 8 |
| appropriation, the Department may establish a program to ensure |
| 9 |
| the availability of congregate or home-delivered meals in |
| 10 |
| communities with populations of under 5,000 that are not |
| 11 |
| located within the large urban counties of Cook, DuPage, Kane, |
| 12 |
| Lake, Madison, McHenry, St. Clair, or Will. The Department may |
| 13 |
| meet the requirements of this Section by entering into |
| 14 |
| contractual agreements with local providers of nutritional |
| 15 |
| services, which may include, but need not be limited to, |
| 16 |
| restaurants, cafes, churches, facilities licensed under the |
| 17 |
| Nursing Home Care Act or the Assisted Living and Shared Housing |
| 18 |
| Act, facilities certified by the Department of Healthcare and |
| 19 |
| Family Services, and senior centers. Support provided shall be |
| 20 |
| in the form of grants. The Department shall request any |
| 21 |
| necessary waivers of federal requirements in order to allow |
| 22 |
| receipt of federal funds for implementing the program.
