    Amends the Illinois Procurement Code.  Prohibits awarding a State  contract to an entity that has or uses a foreign call service center.  Effective immediately.

    AN ACT concerning finance.

    Be it enacted by the People of the State of Illinois,

represented in the General Assembly:

    Section 5. The Illinois Procurement Code is amended  by 
5
adding Section 20-160 as follows:

    (30 ILCS 500/20-160  new)

    Sec. 20-160. Foreign call service center.  No State contract 
8
shall be awarded on or after the effective date of this 
9
amendatory Act of the 95th General Assembly to an entity that 
10
has or uses a foreign call service center.  For the purpose of 
11
this Section, a "foreign call service center" is any facility 
12
located outside the territorial limits of the United States 
13
that receives or is intended to receive questions or messages, 
14
transmitted by any means, from the entity's current or 
15
potential customers or clients located within the territorial 
16
limits of the United States.

    Section 99. Effective date. This Act takes effect upon 
18
becoming law.
