Amends the Consumer Fraud and Deceptive Business Practices Act. Makes it an unlawful business practice for any person to license, transfer, use, or sell information concerning a valid email address that was obtained because the owner of the email address has indicated that he or she no longer wants to receive email from that sender.

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The Consumer Fraud and Deceptive Business |

| Practices Act is amended by adding Section 2ZZ as follows: |

| (815 ILCS 505/2ZZ new)
|
| 7 |
| Sec. 2ZZ. Sale of email addresses. It is an unlawful |
| 8 |
| practice under this Act for any person to license, transfer, |
| 9 |
| use, or sell information concerning a valid email address that |
| 10 |
| was obtained because the owner of the email address has |
| 11 |
| indicated that he or she no longer wants to receive email from |
| 12 |
| that sender.
