 as to House Bill 4 in manner and form as follows:

IN ACCEPTANCE OF GOVERNOR'S RECOMMENDATIONS

    Amend House Bill 4 as follows:

on page 4, by deleting lines 18 through 25; and

on page 5, by deleting line 1; and
 
9
on page 20, immediately below line 9, by inserting the 
10
following:

    "(c) Nothing in this Act shall limit the jurisdiction of 
12
the Illinois Commerce Commission over railroad safety as 
13
provided for in the Illinois Commercial Transportation Law."
