Amends the Department of Human Services Act. Provides that the Department of Human Services Division of Mental Health under the leadership of Secretary of the Department of Human Services and as the State Mental Health Authority, in an effort to develop and establish a comprehensive state mental health plan for Illinois, to coordinate all policy making in mental health and provide oversight and assume monitoring responsibility for all mental health programs and initiatives funded by the state and federal agencies, shall convene and lead a Work Group composed of directors of state agencies and principal stakeholders in the public mental health system illnesses. Provides that the Work Group is charged with designing Illinois' mental health system to be more efficient and effective as well as reduce redundancies in the delivery of services to persons with mental illnesses. Sets forth items that must be included in the Illinois Comprehensive State Mental Health Plan.</SynopsisText><synopsistitle>House Amendment No. 1</synopsistitle>
<SynopsisText>Provides that there is no rulemaking authority under the amendatory Act, but that the Governor may suggest rules by filing them with the General Assembly and requesting that the General Assembly authorize such rulemaking by law, enact the suggested rules into law, or take other appropriate action in the General Assembly's discretion.</SynopsisText><synopsistitle>House Amendment No. 2</synopsistitle>
<SynopsisText>In connection with the Division of Mental Health's purpose in convening the Work Group, deletes "to provide oversight and assume monitoring responsibility for all mental health programs and initiatives funded by the State and federal agencies". Provides that the Division of Mental Health shall work with other State agencies to develop mechanisms to share data (instead of shall have timely access to all relevant data maintained by other State agencies). Provides that the Work Group shall: (1) recommend (instead of implement) policy; (2) coordinate policy (instead of policy actions) with other State agencies; (3) work with the Illinois Children's Mental Health Partnership to incorporate a children's mental health plan to ensure a comprehensive State mental health plan for all ages (instead of incorporate a children's mental health plan into all planning activities); and (4) give specific focus to cross-departmental management of the long-term care system as the State moves to rebalancing resources and services and maximizing resources in community-based settings to ensure an appropriate level of services across a comprehensive continuum of care (instead of as the State moves to rebalancing services, shifting resources to community-based settings). In connection with items to be included in the Illinois Comprehensive State Mental Health Plan, (i) provides for an analysis of programmatic, procedural, and fiscal impacts of any current or proposed policies or practices (instead of policies or practices "recommended for adoption") and (ii) deletes a reference to administering and monitoring funding. Provides that upon submittal to the Governor and the General Assembly (instead of upon approval) of the Illinois Comprehensive State Mental Health Plan, the Work Group shall continue to meet quarterly. Makes other changes.</SynopsisText></synopsis>
