Makes the contribution rate for active employees of community colleges and associations of community college boards 0.75% of salary (now, 0.50% of salary for active employees of community colleges other than those subject to Article VII of the Public Community College Act). Requires contributions from community college districts subject to Article VII of the Public Community College Act and associations of community college boards who are employers under the State Universities Retirement System equal to 0.75% of the salary paid to their full-time employees who participate in the State Universities Retirement System and are not members under the State Employees Group Insurance Act of 1971. Provides that the agreement shall be subject to a competitive process that complies with the Procurement Code. Sets forth certain terms for the agreement, including the minimum consideration to be paid to the State. Provides that proceeds from the concession transaction shall be deposited into certain special funds. Creates the Illinois Education Trust Fund, the GROW Illinois Fund, and the Capital Workforce Development Fund. Provides that, if the State enters into Management and Concession Agreement, the Division of the Lottery is abolished and the Illinois Gaming Board shall assume the duties and responsibilities of the Lottery Control Board. Contains ethics provisions. Requires the Concessionaire to prepare and provide to the State a list of all agents that have been engaged by the Concessionaire to distribute lottery tickets. Changes the composition of the Illinois Gaming Board. Creates the Office of Gaming Enforcement as a law enforcement agency. Contains provisions concerning the powers of the Illinois Gaming Board. Provides that the Secretary of State may make grants to units of local government, school districts, educational institutions, and other entities for certain transportation-related purposes. Provides that the Regional Transportation Authority shall establish the Regional Transportation Authority Infrastructure Fund. Provides that moneys in the Fund must be used for capital improvements. Amends the Illinois Municipal Code to authorize the City of Chicago to establish an Infrastructure Fund for transportation-related capital improvements. Makes other changes. Creates the Capital Workforce Development Law. Requires that certain contracting parties must meet employment goals with respect to minority, female, and low-income employees. Effective immediately, except some parts effective January 1, 2009.</SynopsisText><synopsistitle>Fiscal Note, House Amendment No. 2 (Government Forecasting &amp; Accountability)</synopsistitle>
<SynopsisText>SB 2595 (H-AM 2) could potentially raise one-time revenue of at least $10 billion for the State in exchange for the lease of 80% of the State Lottery. In future years, the State would not receive the normal Lottery payment of approximately $650 million that is transferred into the Common School Fund but would instead count on a payment of 20% of lottery gross receipts minus prize payouts, unclaimed prizes, and the principle and accumulated interest in the Illinois Education Trust Fund to sustain this funding at $600 million per year.</SynopsisText><synopsistitle>House Amendment No. 4</synopsistitle>

Amends the Election Code, the Illinois Lottery Law, the Department of Transportation Law of the Civil Administrative Code of Illinois, the State Finance Act, the Illinois Procurement Code, the Regional Transportation Authority Act, the Riverboat Gambling Act, and the Illinois Vehicle Code. Contains provisions concerning the registration of certain business entities with the State Board of Elections. Provides that the State may enter into a Management and Concession Agreement with a third party in which the third party is authorized to manage or operate the Lottery. Provides that the agreement shall be subject to a competitive process that complies with the Procurement Code. Sets forth certain terms for the agreement, including the minimum consideration to be paid to the State. Provides that proceeds from the concession transaction shall be deposited into certain special funds. Creates the Illinois Education Trust Fund, the GROW Illinois Fund, and the Capital Workforce Development Fund. Provides that, if the State enters into Management and Concession Agreement, the Division of the Lottery is abolished and the Illinois Gaming Board shall assume the duties and responsibilities of the Lottery Control Board. Contains ethics provisions. Requires the Concessionaire to prepare and provide to the State a list of all agents that have been engaged by the Concessionaire to distribute lottery tickets. Changes the composition of the Illinois Gaming Board. Creates the Office of Gaming Enforcement as a law enforcement agency. Contains provisions concerning the powers of the Illinois Gaming Board. Provides that the Secretary of State may make grants to units of local government, school districts, educational institutions, and other entities for certain transportation-related purposes. Provides that the Regional Transportation Authority shall establish the Regional Transportation Authority Infrastructure Fund. Provides that moneys in the Fund must be used for capital improvements. Amends the Illinois Municipal Code to authorize the City of Chicago to establish an Infrastructure Fund for transportation-related capital improvements. Makes other changes. Creates the Capital Workforce Development Law. Requires that certain contracting parties must meet employment goals with respect to minority, female, and low-income employees.
