<synopsistitle></synopsistitle>
<reference>225 ILCS 60/3.5</reference><aliasreference></aliasreference><reference>225 ILCS 412/20</reference><aliasreference></aliasreference><reference>225 ILCS 412/33</reference><aliasreference></aliasreference><SynopsisText>Amends the Medical Practice Act of 1987. Provides that nothing in the Act shall be construed to limit the right of persons licensed under the Act to delegate tasks or duties to licensed or unlicensed personnel who have the training or experience to perform the tasks or duties so delegated. Amends the Electrologist Licensing Act. Provides that nothing in the Act shall be construed to prevent a person functioning as an assistant to a person licensed to practice medicine in all its branches from being delegated tasks or duties for which he or she has the training or experience to perform (instead of from providing electrology services). Provides that the Department of Financial and Professional Regulation may issue a license to an individual who failed to apply for licensure under the grandfathering provision of the Act within one year after the effective date of the rules adopted under the Act, but who otherwise meets the qualifications set forth in the provision, provided that the individual submits a completed application for licensure as required within 90 days after the effective date of the amendatory Act. Reinserts the provisions of the introduced bill with the following changes. Restores current law in the Medical Practice Act of 1987. In the Electrologist Licensing Act, removes the provision that provides that nothing in the Act shall be construed to prevent a person functioning as an assistant to a person licensed to practice medicine in all its branches from providing electrology services (instead of providing that nothing in the Act shall be construed to prevent such a person from being delegated tasks or duties for which he or she has the training or experience to perform in accordance with the Medical Practice Act of 1987). Effective immediately.</SynopsisText><synopsistitle>House Amendment No. 1</synopsistitle>
<SynopsisText>Provides that there is no rulemaking authority under the amendatory Act, but that the Governor may suggest rules by filing them with the General Assembly and requesting that the General Assembly authorize such rulemaking by law, enact the suggested rules into law, or take other appropriate action in the General Assembly's discretion.</SynopsisText><synopsistitle>House Amendment No. 3</synopsistitle>

Makes various changes regarding: applying for a permit to operate an amusement ride or amusement attraction at a carnival or fair; penalties for violation of the Act; notices and fact-finding conferences; procedures relating to criminal history records checks and checks of the Illinois Sex Offender Registry; and exemption of carnival workers who are foreign nationals and have been granted visas by the United States Citizenship and Immigration Services in conjunction with the United States Department of Labor's H-2B or J-1 programs and are lawfully admitted into the United States from the background check requirement.
