Provides that each (rather than for each of the years 2003 through 2008, each electric utility) electric utility as defined in Section 16-102 of this Act providing service to more than 12,500 customers in this State on January 1, 1995 shall contribute annually a pro rata share of a total amount of $5,500,000 based upon the number of kilowatt-hours delivered to retail customers within this State by each such electric utility in the 12 months preceding the year of contribution. Removes a repeal date of January 1, 2009 for specified provisions.
