Changes the number of petition signatures necessary to place on the ballot the question as to whether the State of Illinois should repeal the Act from 2% to 8%. Changes the ballot proposition from should the General Assembly repeal the Act to should the State of Illinois repeal the Act. Deletes a provision that the petition shall be composed of county petitions from each of the counties throughout the State and each county petition shall contain the signatures of at least 2% of the number of registered voters in the county.</SynopsisText></synopsis>
