Amends the Firearm Owners Identification Card Act. Provides that the Department of State Police and the Department of Human Services shall, in accordance with State and federal law regarding confidentiality, enter into a memorandum of understanding with the Federal Bureau of Investigation for the purpose of implementing the National Instant Criminal Background Check System in the State. Provides that the Department of State Police shall report the name, date of birth, and physical description of any person prohibited from possessing a firearm pursuant to the Firearm Owners Identification Card Act and certain provisions of the federal Gun Control Act to the National Instant Criminal Background Check System Index, Denied Persons Files. Amends the Mental Health and Developmental Disabilities Confidentiality Act. Provides that public hospitals and mental health facilities shall furnish to the Department of State Police such information as may be required for the sole purpose of determining whether an individual is disqualified from receiving or retaining a Firearm Owner's Identification Card.
