Amends the Sanitary District Act of 1917. Provides that no trustee of the Fox River Water Reclamation District shall serve more than 6 consecutive terms. Provides that the term of any trustee of the Fox River Water Reclamation District who has served more than 6 consecutive terms shall end on the effective date of the amendatory Act. Provides that all appointments to the board of the Fox River Water Reclamation District that are made after the effective date of the amendatory Act shall be made so that no more than 3 of the 5 trustees are from the same political party. <SynopsisText>Deletes everything after the enacting clause. Amends the Sanitary District Act of 1917. Provides that the board of trustees for the Northern Moraine Wastewater Reclamation District shall consist of 5 members. Provides that, beginning with the appointments made on April 30, 2008, all appointments made to the board of trustees of the Fox River Water Reclamation District shall be made so that no more than 3 of the 5 members are from the same political party. Provides that, for the Northern Moraine Wastewater Reclamation District, the appropriate appointing authority shall appoint 2 additional trustees, with specified terms of office, to the board of trustees. Effective immediately.</SynopsisText></synopsis>
